What do you do as Scanner:
You fly around in areas such as the plaza and you can be ordered to search specific locations like the slums and you notify MPF of violators.

Are you able to get a IC promotion to a SYNTH (Claw-scanner):
I've never heard of that happening as Claw Scanners were made to drop mines.

What would you do if a citizen runs in the plaza, how would you react:
I would take a picture of the Citizen, which would then be broadcasted to units, then I would radio it in.

What would you do if you see a rebel in the Restricted area: I would take a picture and then go into detail about the type of equipment the rebel has, and where he goes, and where he came from.

If you have been ordered by a high enough rank, usually 05 and up, yes.

What would you do if you see a citizen stealing a ration:
Take a picture of the citizen and radio it in, making sure to have caught the person it was stolen from in the shot.

Take a picture and say where they are, where they are going, where they came from, and what weapon they have.
