What do you do as Scanner:
As a scanner, you patrol the city as a normal mpf unit would, but from the sky. Your usual job is assisting mpf units by searching areas where they can't reach, and general patrolling.

Are you able to get a IC promotion to a SYNTH (Claw-scanner):
It depends on what would happen IC - If someone transfers your ai to a synth, then it could be possible.

What would you do if a citizen runs in the plaza, how would you react:
I would alert nearby units by saying something along the lines of:
**SCN-MPF-2082 Radios: Citizen Spotted Running In Location: Plaza. Code: Green.

What would you do if you see a rebel in the Restricted area:
Radio a higher-ranking unit, and say:
**SCN-MPF-2082 Radios: Anti-Citizen Spotted In Location: Slums. Code: Red.
I would then follow the Rebel, updating the units on where they are.

No, Scanners are AI and do not have emotion or general free-will.

Yes, definitely.

I would report it to an officer that would be nearby the location, by saying:

What would you do if you see someone with a gun:
I would report it to all units, I would also follow him.
